As for the forces of law and order, the band pithily put them in their place - ''Get a real job,'' they recommend. Nagging girlfriends are read the riot act, for the band have an older woman waiting in the wings, proudly declaring she's ''60, Beautiful and Mine''. Rampaging killers, lead poisoned losers, teen-aged parents, incompetent criminals, prats who overstay their welcome at parties, they're all grist for Rhomb's cutting, comic mill.Musically, the quartet are just as exhilarating, furious melodic punk delivered with power, panache, and more than a dash of humor. Be it tossing joss stick whiffs of hippiedom, or their hilarious adaptation of Cat Steven's soft rock smash ''Wild World'' transformed into the bitingly sarcastic ''White World'', Sans Souci won't solve your problems, but will definitely leave you worry free. ~ Jo-Ann Greene
