Erik Lindgren's independent Arf! Arf! label has been putting out an impressive variety of interesting (and often seriously bent) music since 1980, and this budget-priced sampler confirms that they aren't stopping anytime soon. Garageaholic! Psychedelic! Outsider Music!: The Arf! Arf! 30-Track Audio Relic Sampler is dominated by vintage '60s garage rock, leading off with five tunes from the label's recent reissues of material from the Eastern Pennsylvania-based Barclay Records. Next up are 13 songs taken from other garage rock releases from the label and six tunes by Minneapolis garage icons the Litter and associated acts (the Victors, Denny Waite and Jim Kane's earlier band, and Lightning, fronted by former Litter guitarist Tom ''Zippy'' Caplan). With 24 of the 30 selections either solidly garage rock or lurking in the general vicinity, this compilation isn't quite as eclectic as one might hope, but at least the stuff on board offers more than the usual fuzztone sneer, and the proto-Jefferson Airplane garage psych of 6 Feet Under's ''Inspiration in My Head,'' the oddball humor of ''[Sock It to Me Baby] In the House of Shock'' by Animated Sounds, and 5 P.M.'s moody and understated ''How Many Days'' will certainly appeal to discriminating fans of '60s sounds. (And ''Love Starvation'' from a reunion set by the Rising Storm is nearly as good as their classic sides from the mid-'60s.) ''Outsider Music'' is represented by three tracks, including ''Stinky Poodle'' by Tangela Tricoli (said to have inspired the song ''Smelly Cat'' on Friends, and the similarity is truly uncanny) and the lustfully frantic ''Caveman Cookbook,'' though ''Rebel Star'' by James ''Rebel'' O'Leary, is more interesting to talk about than to hear. And the disc closes out with three contributions from Lindgren himself, including an entertaining acoustic arrangement of Edgar Winter's ''Frankenstein'' and a rare B-side from 1982. While this disc has its ups and downs, the good stuff easily outweighs the bad, and with a price tag of just three bucks, this is luxury you can truly afford. ~ Mark Deming
